Butterick See & Sew 4072 Misses' Petite Dress, Size 16-24, Cut, Vintage 1995

Pullover dress, lower calf, has back neck slit, extended shoulders, shoulder pads, loose-fitting, blouson bodice, elastic (seamed) waist, flared skirt and above elbow sleeves with stitched hems.  Narrow hem.  Purchased belt. 

UNCUT = it is not used and factory fold.
CUT = has been cut and gently used.
